Institutional Narratives and Structural Inequalities: A Gender Policy Analysis of Argentina and Uruguay

This article presents a theoretical-methodological framework that integrates Carol Bacchi’s “What’s the Problem Represented to Be?” (WPR) approach (2009) with Critical Discourse Analysis (CDA), in dialogue with feminist and gender studies. The proposal examines public policies not merely as technical tools, but as discursive practices that shape social realities. This framework enables the analysis of how institutional narratives construct representations that either perpetuate or challenge structural inequalities. Using examples such as Argentina's National Action Plan Against Gender-Based Violence and Uruguay's National Care System, the article explores discursive tensions. Finally, it underscores the importance of designing inclusive public policies that transform problematic narratives and promote gender equality.
